Oct 09, 2019 Same here. IOS13 on ipad pro and iphone X are not syncing with MacOS Catalina Mac pro. I've signed out of icloud on all devices and signed back in, resynced all notes and that did not resolve the issue. Also, Reminders had already performed its upgrade prior to this issue so Reminders upgrade is not the root cause of this issue.
After the release of iOS 10, it became necessary for Mac users to upgrade to OS Sierra as without it the Notes app would not sync. Now the best thing about using Apple devices together is that everything gets synced like images, videos, audios, contacts and even notes. So many people use the Notes app of iOS for noting down things or keeping their to-do lists etc.
If for some reason your Notes app has stopped syncing after the upgrade to Sierra on MacBook Pro there is a very simple solution.
What happens is that any changes you make to a note on your MacBook do not get synced with other Apple devices like iPhone or iPad. However, changes made on the other devices do appear in the notes on Mac.

There is no answer to as to what causes this problem but the solution is toggling off and then back on the iCloud option for Notes App.
Here is what you can do:
- Go to Settings in your iPhone or iPad
- Now scroll down until you see iCloud and tap it
- You will see a list of apps that are synced via iCloud
- Toggle on Notes if it is not turned on
- If it is turned on, toggle it off and wait for a moment then toggle it back on
This should do the trick and fix the syncing issue between your iPhone and Mac or iPad and Mac. To test if the problem fully resolved, open the Notes app on your Mac and create a new note. Now go to the Notes app on your iPhone or iPad and see if the note exists. Make sure that the wifi connection is active in order for it to be synced instantaneously. Some times it does take some time to sync up.
If the simple steps above did not fix your issue, you can also try to delete the Notes app and re-install it.This seems to work for a few people as well.
You can also check it out on iCloud.com if the Notes written on your Macbook are being synced on the website of the cloud. If they are then they should be visible on all your devices.
